Much of the work that keeps this council effective doesn’t always make headlines, but it matters enormously — to our communities, to elected members, and to one another as colleagues.
Over recent weeks there has been a significant amount of activity focused on governance, finance, workforce capacity, systems, and preparedness. This is the essential work that allows us to deliver services reliably, make sound decisions, and respond when circumstances change.
This week we completed the first step in the formal consideration of the budget when Policy and Resources Committee met. As we move through budget setting and planning for the year ahead, teams across the organisation have been focused on ensuring that decisions are well‑informed, transparent, and sustainable.
This is about more than balancing numbers — it is about protecting core services, managing risk responsibly, and ensuring the council remains resilient in a challenging environment.
If you’ve looked at the budget pack that is now published on the website you will see just how much preparation is done. This year the pack totals 204 pages. It may not be as riveting as the novel you’re currently reading but that detail ensures that our elected members have every opportunity to scrutinise the financial position of the council and fully understand the implications of the decisions they will have to take on the budget.
An important part of our preparedness this year is planning for the Holyrood election in May. While the election itself is a democratic process led by Returning Officers and elected members, there is a significant amount of behind‑the‑scenes work required. Officers will ensure the council continues to operate smoothly throughout the pre‑election period and staff are clear about expectations and the importance of neutrality.
Clear guidance will be shared as we approach the pre‑election period so that everyone understands what this means for their role.
