Connect for Success in action

One size fits all

Why a consistent approach to contract management is helping us deliver what's needed.

Dotting the i’s and crossing the t’s…

There is more to contract management than meets the eye, and the process of how we draft, manage and implement our contracts affects how we all work across the council. In less than 2 years we have transformed our contract management process, developed new ways of working and and are seeing the benefits in many different areas.

With such a large organisation and agreements forming across services on dozens of projects at any one time, there was an opportunity to review and develop how we go about forming contracts with partners and suppliers to create a consistent approach. The team in Legal and Regulatory Support undertook a review of our processes and set about piloting a new contract management framework with a broad mix of projects covering construction, environment, property, roads & infrastructure, education and with HSCP. Throughout the pilot teams were and continue to be offered training and support – upskilling and empowering people at every stage.

A few highlight projects that showcase good contract management in action can be seen in the Rothesay Pier Settlement Works Contract (read more here Rothesay Harbour stabilisation work completes this week). And with the Coated Roadstone Framework when the council was able to recover delay damages from the supplier because of the application of a contract penalty clause.

Overall the framework has helped improve contract relationships – with clear guidance on managing a contract from start to finish, and our communities are feeling the benefits as much as our colleagues. As part of the new framework there is a Community Benefits scheme which encourages community groups to submit requests for improvements within their community that are added to a ‘wish list’. This gives suppliers the opportunity to support a local initiative in Argyll and Bute. From donations towards a sports minibus on Mull to high vis jackets and torches for Brownies in Campbeltown – we’re delivering what’s needed.
